Abstract

Description of a methodological strategy to analyse international organizations influence on national policies. Using Documentary Analysis as a framework, we suggest new qualitative research tools to understand forms of action of public policies. Following Actor-Network Theory and Governmentality Studies, we reframe documents as actors assembled across different domains and levels that have an effect in social interaction. Thus, we propose forms of connection and interrogation of texts of global bodies through local levels text. For this proposal, we focus on youth employment policies developed by the International Labour Organization and its local translation in the Chilean context. Finally, we present a toolkit to guide future research interested in developing the suggested analysis.
